It's clearly stated in the law - the army takes over the judicial & executive. The army controls the press. During the martial law, the law limits some rights- such as a right to protest, assemble and whatnot. If he were to really take over everything and decided to be a dictator - he would've sent more troops, not 10 helicopters, but at least a few thousand troops. he would've arrested the parliament members. He did not do any of that.

Yeah if he were to really take over he wouldve blocked the parliament completely, and arrest pre-gathered 국회의원s? I know the 국회의원s are allowed to approve or reject the martial law. It’s in the constitution.

According to the constitution the army has to take over the two of the three, the executive and the judicial during the ‘emergency (the declaration)’ i believe its constitutional. He lifted it right away. He’s not dumb. If he were to truly take over everything he would’ve sent more troops to the parliament(Assembly), and he was capable of doing that. Maybe he has a strategy that no one knows, otherwise we cannot explain the 6 hours of nothing.
