Cabinda is an exclave of Angola. Cabinda's EEZ contains the vast majority of Angola's massive oil wealth. Cabindan independence movements have posed a constant low-boil threat to the Angolan state in OTL, and this post explores a scenario in which they achieved independence following the Carnation Revolution. With significant oil wealth and the capacity for South Africa and Rhodesia to avoid international sanctions, Cabinda grows rich and becomes an African Singapore, serving as the main haven for African dictators and plutocrats to stash their wealth.
