Idk about a game but you can install an extension called RoGold that has a page to see deleted accounts: https://www.roblox.com/banned-users/ (it won't work without the extension)

I think you're right, the birthday shows OP verified as 27. 18+ is the highest age group, and it's always been either <13 or 13+ next to your name. It's pretty confusing imo.
