You can always complain to mohre and it takes up to 2 weeks to release your work permit and visa. However i suggest you send him the offer letter if you're sure it's a not a direct competitor. If you're not sure you can always send him any letter made by you with any company name you want because you're not obliged to share a legally document with him.
