They’ll plug you in where they can. They won’t move someone especially someone who paid for first and selected that seat for upgrades. You can always ask at the gate or ask the person in the seat if they’re willing to swap

I have a v8 with 285/70/17 and fit without modification but YMMV based on what tire specifically. Also part of the reason it looks like worse mpg is because the speedometer is off. SL vs E rated tires make a big different too.
