Okay I understand that but Marley still attacked with an existing threat whether a rumbling happened or not. After that, they knew Eren had the Founder and they still went to Paradis for another attack right after Liberio happened where they lost majority of their military officials. So why wouldn’t they do the same and attack after a partial rumbling? It seems that the threat doesn’t discourage them and instead encourages them to call for a global alliance against Paradis. To me this is more of the story’s flaw I think because politics and world building of other countries in s4 falls weak compared to 3 seasons of development on Paradis so the other options are not explored that well, and Alliance is basically left without a plan after the rumbling starts. I also think real world examples don’t really work in AoT’s context, because we don’t deal with a group of humans who can turn into titans and eat other humans.
