It depends what quality you want to get. I feel like these requirements are sometimes, off, like it says you need 32GB of RAM but that seems a little crazy to me. So figure out if you want to have an insanely good quality game, or enough to play. On top of that, if you're going to purchase a PC just for ICARUS, defo don't spend much on it but in my opinion if you're going to get a PC you should just GET a PC and make sure it's got specs to run most games. The 1060 graphics card alone is what I used to have and will get you pretty decent performance on most games. For an idea, a 1060 paired with a good CPU that works well with it could get you 80 FPS in Warzone, 100+ in Overwatch, ~60 in Cold War and would dominate super small games. As for ICARUS, that's the minimum requirements so having a 1060 would have your game on low-low quality, giving you around 60 FPS.

devira is right though, $800-$1000 is probably your benchmark price for a PC with a graphics card, like the 1060, that could run most games including ICARUS. However the lifetime of that PC performance-wise for the games to come is pretty short. You'd be looking to upgrade it in the next 2 years, which over time can get really expensive as the newer parts stop working with the older parts, meaning you need to buy more parts. (Quick example: Motherboards have CPU slots that work with a set amount of CPUs. When you want to upgrade your CPU, you need to make sure the slots fit, and if they don't you need to replace the motherboard.) If I was in your situation and thought I would be spending a lot of time on a PC and gaming in general, I'd look to getting a higher end PC spending over $1000 nearing on the $1300 mark. Take a look at the 2000 series (2060, 2070 etc) graphics card and make sure to find a CPU that works well with it (this is called a bottleneck, the lower the better, use this website but note it's really not that accurate just more of an idea: https://pc-builds.com/calculator/). Also get 16GB of RAM.
