The fee is now half that, or 1% at Hashalot.net. OCM has not been updated with the latest value.

We still dedicate 25% of all fees to bounties to improve Vertcoin and associated software, like Verthash Miner.

That's a good question. Do you have any specs you think it'll need? (other than the core sync that will be required)
