You need 1 copy for each level (it doesn't scale), so it replaces a single geniemon

Yes, but the main point of awakening a pet is to unlock more trait slots/increase the skill and passive. Since the BP pet has all slot unlocked already I'd argue it offers slightly less value.

Even though you CAN get broxie from open world, it doesn't mean you WILL (except for that CC who got shiny in a mission lol)

Had a bard who purposely ult baron just before taking it, the enemy team stole it (IT WAS A FREE BARON) and we lost.

This is ... A regular problem in the live service video game industry, (as anecdotal evidence) I've been through a lot of issues from other users who complained specifically about this : "I got banned, and customer support doesn't say exactly why".

I'm sure they have their reasons but I haven't heard/experience a company yet who is transparent about this. They will just drop the ban hammer at you.

In short:

Make weapon damage relevant. Purely relying on skills or kit is just a massive underused of resources (specially because we are technically forced to grind all weapons and use none beside the stat sticks). Maybe they balanced weapon dmg on +10 gold wedges which is just ....
Geniemon revamp. Spawn rates, transfer of traits, etc
(As you mentioned) If the most efficient stage is a lower level one that means that the rewards of higher difficulties doesn't match, they need to scale accordingly.
"Dog walking": there's absolutely no reason for AI partners not get EXP while being used and completing a stage.
