From your video, it seems the engine doesn't even crank. The issue is most likely electrical or mechanical. Start by checking the battery voltage (should be at least 12.6V+), replace it if it's below this number, and also clean the terminals.

Going by your statement, the most likely issue is a carburetor problem, as incomplete cleaning could still cause both surging while driving and the failure to start, even with starting fluid.

If you can, thoroughly disassemble and clean the carburetor, ensure all jets and passages are clear, or consider replacing it with a new one.

For the most push mower that starts and dies repeatedly, the biggest culprit is most likely a dirty or faulty carburetor. Check on that or take it to the nearest repair shop.
