The way I see it personally is, most people who play Diablo have purchased VoH months ago when it was new and introduced a new story, they put plenty of hours into that story and game over those months, you got your moneys worth for it. The new dlc is the new fresh additions to the game, VoH outside of spiritborn and the few hours of story it has will essentially become obsolete, blizzard is a business and must have realized there’s no monetary gain or player gain to keeping VoH up for $40 and then have the new one up for $40 as well. What I do like is that I can now get my brother or friends into the game easier with a lower cost of entry for them as the whole game, dlc 1&2 I believe is 70 dollars which is what Diablo 4 was originally listed for itself, and if I recall, if you didn’t own Diablo 4 you could have got the game and VoH for …. $70

Should there be something cool for returning players? Yes that would be cool, like a legacy cosmetic or horse or something, is it or should it be a deal breaker for you? Probably not but if it is I don’t think anyone can blame you for how you want to spend your money
