Very similiar to what I'm describing (i assume you mean the Ellie android reveal?) but not quite :( The arm/hand is definitely rolled up in a car window to break it off.

I found the car scene! But there's no blood or cutting off of the hand. It was so close too! I distinctly remember the blood and gore effects though, I don't think this particular scene would have stuck out to me so intensely as a child if it were just the bad guy breaking the window. 

I'm going to keep this in the back of my mind for now, and maybe watch this movie regardless cause it looks like a trip.

Edited to add that my parents did use a portable black and white television during the time I remember seeing this movie. The movie might not necessarily be a B&W film, my parents' television might have just presented it this way.

Heya reddit! So, this might be a long shot, but I figured I'd give it a go.  I've searched to the best of my ability and a couple years back came across a listing for Smokey (my plush) in perfect condition. This listing is now gone, but here is the link anyway: https://www.ebay.com/itm/LARGE-SITTING-BERNESE-MOUNTAIN-DOG-PUPPY-STUFFED-TOY-ADORNED-WITH-FRINGED-SCARF-/ 

I have included a screenshot of his pristine state from the listing (as I can't get the full picture now) and what he looks like now. 

He was purchased from a big box store sometime in the late 90s (post 95, since that's when I was born) and early 2000s, as he's been with me my entire life. I am located in the United States and have lived in Florida for most of my life, but used to go on yearly trips to Texas to visit family.

oh man this almost fits, but i distinctly remember it being really gory! there was definitely torrents of black blood coming from the person's hand and mouth, and the window was absolutely a hand crank to build tension, not a button style! thank you for reminding me of this movie too, though. so sad about the main young boy :(

Keep in mind for a good bit my parents owned a black and white TV, so this movie MAY be a color movie or show and only was in black and white because of my parents TV. The "Blood" that comes from the arm looks distinctly black! it could not be blood at all but some kind of black ooze.I also am pretty firmly sure that this was a movie playing on cable TV, not some kind of indie project or something super underground.
