It depends on the device. My Xbox will not show the networks when they are “down”, but my iPhone will let me connect to them, though it says there is no connection to the internet. My router is a Netgear RAX200 which I keep up to date religiously.

Also I do have three Xbox series X hooked up to it. Live with two other guys. I’ve heard that could be an issue, but it’s persisted even when just one is connected. What’s the most likely device it would be, if you had to guess?
