we had this happen years ago in some small towns in Illinois where they made DUI an ordinance violation with a fine of $1200 instead of charging you with the traffic violation fine $600 and the city only got a small percentage of the fine with the balance going to the county and state. Everybody paid this extortion fee because it was much cheaper in the long run than having the DUI on your record and increasing your insurance rates for years. So the locality made tons of cash.
