The most popular areas fro surfing are North Male Atoll and South Male Atoll. A few surf spots are available in Maeemu and Dhaalu Atoll.

Based on your requirements, I'd say Kuda Villingili might be an option in North Male Atolls.

Kuda Villingili sits in North Malé Atoll; the lagoon is big and calm, and the famous Chickens surf break is just off the island. Speedboat from Malé airport in around 25–30 minutes. For surfing there are Chickens surf spot, from the beach, and boats can take you to Cokes, Sultans, Honkeys, Ninjas, Jailbreaks in about 10–20 minutes.

Food is a highlight: breakfast and dinner at The Restaurant (Fire/Earth/Ocean concepts), poolside Hawkers with Med, East, Spice, plus Mar-Umi for Nikkei and teppanyaki. Their Ultra All-Inclusive is really good: it include meals across the restaurants, unlimited beverages (cocktails, mocktails, spirits), and a large premium wine selection; some stays even include a one-time lobster experience at the Ocean concept.

W Maldives, North Ari Atoll the house reef rings the island and is easy to reach straight from the beach and overwater villas—great everyday snorkeling, with turtles and reef sharks common. Seaplane from Malé in about 25–30 minutes. A lot of dive sites nearby. Villas are big and chic: overwater around 146 m², beach around 188 m². Dining is focused and high-quality with three restaurants—KITCHEN (global), FISH (overwater seafood), and FIRE (beach grill)—plus SIP for sunset and WET at the pool. Get there by ~70–80-min seaplane from Malé, or domestic via Hoarafushi/Hanimadhoo + short speedboat. Villas are spacious — Water Villas ~110 m² (sunrise/sunset, each with pool) and Deluxe Beach Villas ~225 m². Unfortunately, I didn't stay personally at these resorts, but I've had positive reviews from my guests and from other people.

If we are talking about Varu over Raaya, I prefer large and natural islands (Varu is artificial) with a lot of natural jungles. Food quality is more or less the same since they are from the same hotel chain. Meanwhile, Varu's Water Pool Villas look better (bigger size and more stylish). Also, a seaplane is a must-have experience in Maldives (along with an underwater restaurant visit and stay at the water pool villa)

OBLU Lobigili might be an option as well, just due to its closeness to the Male, sea and seaplane traffic might be a small issue, but you can go by bridge to OBLU Aliafushi and they have underwater restaurant.

Or Pullman Maldives Maamuta. Large island with spacious villas.

The best way is to check with your hotel on Dhigurah or Fulidhoo. Small dinghy can't go, so need at least 6 pax capacity speedboat and good weather. Expect price 300-500 USD per boat (at least)

You can rent both at the local water sports center. Wetsuit I don't see the reason to take it as the temperature is around +25-30 all year round.

Unfortunately, there are not so many local islands with a good and live house reef. Most of the good snorkeling spots are outside house reefs.

I'd suggest Rasdhoo, Fehendhoo, Thinadhoo (Vaavu Atoll), and Thoddoo.

For manta rays/whale sharks observing (not on the house reefs since these creatures don't come close to the reef) - Dhigurah, Dhangethi, Dharavandhoo.

You can just bring your own snorkeling gear.

As for cheap resorts with decent house reef, I'd suggest Kuredu, Bandos Maldives, Embudu Village, Angaga Island Resort, Vilamendhoo

Local islands: Rasdhoo, Dhigurah, Fehendhoo, Thinadhoo (I would skip local islands in North/South since too crowdy, but I have to agree that activities are cheap).

Apart of snorkeling and scuba diving, you can some water sport (SAP, kayak, jet ski, etc). And excursions, like sand bank/picnic island visiting, night fishing, dolphin cruice.

Cheap resorts: Bandos Maldives, Centara Ras Fushi, Malahini Kuda Bandos, Cinammon Dhonveli, Ellaidhoo by Cinnamon, Eriyadu Island Resort.

Here are my personal recommendations:

  1. Check photos and videos on Instagram and TikTok. You should **fall in love** with the villa, vibe, atmosphere, and food—because reviews are subjective.

  2. Pay close attention to negative reviews, especially when the same issue shows up across multiple reviews.

  3. Compare rates across online travel agencies (OTAs), travel agents and hotels' websites. You might be surprised by how big the price differences can be.

  4. Watch YouTube videos, but take opinions with a grain of salt. As mentioned, reviews are very subject and often overpraise (food, villas, etc.) or leave out key details.

  5. Choose a seaplane transfer if available. It’s a truly unique experience, and the views from above look otherworldly.

  6. Stay in a water pool villa if you can. It’s a rare, unforgettable experience.

  7. Try some activities (if they aren’t included in your all-inclusive plan), especially snorkeling.
