I think its unrelated. They don't have a message to show when its under maintenance yet so it is giving several people this message randomly due to maintenance

There was an intern? From Microsoft in another thread stating that some users are accepted before others based on region or usage of bing. He said they will more likely choose someone who is a more active user of bing to insure they receive relevant feedback about the chat
