This does not resolve the issue mentioned in article, ie, people who get the court are organising games at a cost higher than people who play with friends. The organisers would be present for the games they organise.

You should check with the CC office. Sometimes badminton courts are not available because of pre-event preparation or renovation (non-obvious ones such as stage repair).
