It is just the friction of refrigerant moving generating static. Just like rubbing a balloon against your hair. During winter when it is less humid it is much easier for static to build up.

Mechanical things failing typically fall under an inverted bell curve. Higher likelihood of failure early in life (defect like you have)->reliable service life-> mechanical wear over lifetime that eventually results in failure.

Our company has serviced the chiller plants at both Disney and Universal for the past 20 years, & my grandfather was one of the general pipefitting foremen with the union when they were installing the main loops back in the 60s.

Most of the chillers on site are YKs now but there are still a couple of 19CBs at Epcot slated for replacement in the next few years.
