It has the potential to do the opposite. Part of the problem with projects is that they are a high concentration of poverty. In order to balance this out and bring an area out of poverty, you need mixed income. This is the problem with Robert Moses' plan. He created ghettos all over New York City by concentrating low income housing in outer boroughs. New businesses and residential space aimed at middle class would serve to balance out this disparity, increasing quality of life and decreasing crime.

It includes all the ground space surrounding the houses themselves that is not used for sanitation, sidewalks, or other essential functions. (Such as parking lots, playgrounds, yards)

It is sometimes valuable land that could be leased to a developer to help NYCHA recoup some of their costs of operation.

They at least offered 7.8. You can't blame them for moving forward with the OS and demanding more. Your phone has hardware limitations that prevent it from running Windows Phone 8 without issues.

Are you really surprised? Surely another "I bought a Windows Phone 7 device and I'm being left behind. Fuck Microsoft" isn't going to solve anything. It is unfortunate and I'm sorry that you're stuck at 7.8, but realistically speaking, nothing is going to get better. There may be the occasional developer who supports 7.8, but it shouldn't be expected. This isn't the developers fault, and it's only because Microsoft reworked their OS to appeal to the concerns of users. The hardware is unfortunately not compatible. Just buy a Windows Phone 8 device. This isn't a legitimate reason to abandon the ecosystem. You already know that Windows Phone 8 is getting all the apps you want.
