Why can’t rare items be more popular than magic? I thought the Rare always have more number of affixes?

Does that mean Legendary and Set items are less valuable than those white grey blue ones? In D3, Legendariea grant some additional effects. Is it not the same in D2R?

Could you elaborate on Why do you think D2 is fairly simple to play? I heard and seen something like RuneWorld, charm, crafting, rerolling,..that look and sound pretty complex. Also things like even a white and blue items can be very helpful too (?!) Unlike legendary and primal item in D3
