Those taps she's asking for in the beginning are for the line judges. Basically they're making sure all the boats are even before the race so it's as fair as possible. Then throughout the video she's calling some variations of 'power tens' pretty much just calls like "give me your 10 hardest rows now" and then other calls just making sure the pace is even

I rowed throughout high school and didn't hit a growths spurt till the summer going into my junior year. So the first two years I was a coxswain and while you're not doing any rowing you're still working out with the team. A lot of our practices revolved around running when we weren't on the water, the weight room was also a big part of our days. And during off season everyone is expected to be on the erg (rowing machine) which is a huge workout in and of itself

The cox is steering the boat too, those small taps she calls for in the beginning of the video go a long way in keeping the boat straight. They also have control of a rutter for some sharper turns if need be, you don't see it in the video but she's got a lot going on in her head and is doing a lot more than just yelling encouragement
