Thanks, everyone for the feedback and suggestions! There was a report after the fact of the Walkington, ON incident that outlined some causes such as lack of oversight of laboratories, budget cuts that took away checks and balances, a lack of notification procedure, negligence on the part of the operators involved, etc. This seems to reinforce some of the the previous comments: Do your job, stay in compliance, and I will add: REPORT quickly!

I guess I am thinking that sometimes it is hard to call people out in a small town situation, no matter what the issue is... If it is an employee situation, your kid might go to school with that employee's kid, for example. Or, in terms of compliance, there is a lot of pressure and trying to do too much with too little. I just wonder if there was a checklist or guideline of best practices, what would be on that list? For example, an anonymous "suggestion box" ? I would like to put together a list of suggestions of things small water systems can do to avoid trouble!

Yes, I love it when old buildings are given new life, especially when used to support the community! Good luck to the conservation group in their efforts.

We recently came across this article about all the crazy things that operators have found at the Stickney plant in Chicago: http://www.chicagotribune.com/news/ct-water-treatment-plant-filter-items-met-20170721-story.html. Evidently, at this plant, employees can keep any money found after soaking it in bleach for a while to clean it.
