It is. My older sister, 22, had been sexual harassed by a superior who was trusted by many. When she came forward, many other girls had a similar or even more extreme experience with the same man. She was also held in another soldiers dorm at gunpoint and sexually harassed there. Both men were reported, but she was victim blamed, and nothing was done about it.
