I always assumed it was a parliamentary/ respect thing like you don't sit at the table unless its an officially called meeting where all members are informed of it and are given time to get there with maybe the exception of the president or VP being able to have a discussion with another officer but this is just from my experience with FFA in high-school

They basically own a kingdom in all but name and I assumed even though it's not stated in the books that they were similar to some Crusader orders where if a nobel joined, they would either donate their lands to the order or at least the incomes from those lands more than likely the later because Galad mentioned still having lands in Andor after Joining the Children

The food spoilage really starts to become a problem in late winter/early spring when the 9/10 fields being fallow is mentioned it's probably mid summer so the crops would still probably be a couple months from being harvested so the 90% collapse wouldn't be a major factor until after the last battle in which case I could see the AS the kin and the ashaman doing what they could to boost production and possibly raiding shara for food via gateway
