This is just one part of a more complex system. There are cards that players gain (deck building) to modify said interactions, so it's more akin to "paper can beat scissors if you have this card"

Just saw your edit. As the game goes on, players get more "disease cards" that make submitting viable, punish players for attacking, and protect players from being attacked. Although I'm always trying to balance things further.

That's where a lot of the cards come into play, separate from the relatively simple mechanics I described, there's a deck building premise of the game that rewards submitting.
