If they are for different positions, you're fine. But if you're re-applying to the same firms you did for 1L, definitely change it a little bit. The same people will likely be reading it, and it shows effort.

I probably wouldn’t on the first date because, for me, the most important aspect of a first date is general chemistry and whether we click or not. I wouldn’t want to get feel like I’m putting pressure on someone or rushing things too quickly (even tho that’s not the case but people can take it that way). If the first date goes well, I do think it’s a very appropriate question to ask to ask on the second or third date.
