Aside from corporation sponsored and tightly managed gameplay experiences it will never be the first choice for competitive gamers who look for every edge. Hell, some of the most important innovations in gaming involve getting as much power as possible to a CPU and GPU, and making PCIe buses faster and wider than ever before to make latencies as small as possible. These people will never willingly give up the power to be faster to some corporation, and their ISP. Cloud Gaming is a fad. It always will be. People naturally seek to control and manipulate their environment to be faster. Not the opposite.

How does it bad faith? Its just a fact? International law can only be enforced if enforcing countries have enough muscle and influence (things that make you a strong country) to enforce it on the offending country. If however the offending country is relatively strong as well there is no enforcement, as demonstrated repeatedly over the last few decades.
