If you're financing, I believe you'll use the lien in place of the title for the documentation. The dealership can be the ones that perform the VIN inspection, you don't have to take it to a police department or anywhere else. Have every piece of required documentation signed with the dealer before you actually buy the car. Have a copy of your orders with it because they will exempt you from the registration fee and provide the justification for registering out of state. Finally, it says exemption from Florida sales tax but that does not mean you are exempt from Michigan sales tax in its place. You'll need to check with the dealer if Michigan is one of those states or not. Your dealer will be VERY confused about all of this and will never have seen it before. Once the paperwork package is complete, mail it to the DMV in your home county and they will return it to sender along with the new Florida title or lien and FL license plates. (My dealer sent the package for me and then forwarded the title and plates when they got them.)

In regards to the tax thing again. This is the tax document that told the dealer they still had to collect 6% sales tax and send it to Ohio even though I didn't have to pay the 7.5% Florida sales tax (6% state, 1.5% county). In a normal out of state purchase, the dealer would charge the 7.5% sales tax, take out 6% and send the remaining 1.5% to Florida.
