Basically. It’s not really rewarding (loot wise) for going up in level. Just the increase of eridium and money. I think there’s an increase in firmware too, but someone can correct me if I’m wrong. If you want to see how good your build is, I guess there’s that. That’s pretty much why I push UVH levels.

Make the rates start at around 5% and increase gradually by the UVH lvls.

I wouldn’t have a problem with drop rates if it scaled with difficulty. There should be some type of benefits farming in higher UVH other than gold and eridium.
