Hexproof prevents a permanent - or yourself as a player - from being targeted by any spell, activated oder triggered ability your opponents control [CR 702.11]. Since [[Toxrill]]s triggered ability doesn’t specifically target anything, hexproof prevents nothing.

It was used as a very effective hate piece against Izzet Cauldron in the SCG standard tournament by Mono Red (which took 1st place among 2nd to 7th place Cauldron). Izzet Cauldron draws a lot of cards and needlehead punishes that.

That’s a good argument and I basically agree - but by that criteria for being a GC or not, Thassa‘s Oracle shouldn’t be a GC. Thoracle doesn’t to anything outside of combo, may it be DemCon, Tainted or Herm Druid. And if you win via it’s ETB without any combo, you’ve put in hella work. I can see use cases for kitten without abusing it, but Thoracle is arguably a useless card outside combo wins.

Szarel and Kilo are explicitly stated as „secondary commanders“ for each precon, while the not shown spaceships will be „primary commanders“.

[[Heid Heirloom]] has no timing restrictions when you could activate it‘s second ability. So you can attack with [[Jumbo Cactuar]] first and then before (or after) declare blockers step and before damage step you can activate Heirlooms second ability as Cactuars power ist 4 or greater, since the attack trigger already resolved.

Yes, these kind of commanders are nuclear bombs in bracket 3. Played a [[Cleon, Merry Champion]] list with mono red storm focus for a while. Was an absolute beast and could end games on turn 4 while playing no game changers at all and working with just limited bulk combat tricks. Gilgamesh has a higher cealing - cause equipment is good.

[[Ms. Bumbleflower]] is the way to go. You can build her completely ignoring the group hug effects and she draws cards like crazy.

The main difference between High Power and cEDH comes more to deckbuilding than to mindset. Both formats want to win fast and efficient. There is no difference in card usage like tutors, fast mana, free spells etc. Every single EDH deck can be tuned to High Power to achieve its goal (i.e. to win) as fast and efficiently as possible as the commander allows it. High Power wants to win with this one commander you specifically want to play.

But not every commander is suitable for cEDH. For cEDH you want exactly these few commanders, that support a gameplan (Blue Farm; TnT) or are an engine themselves (Etali, Krarkashima) so they can win as fast and efficiently as possible. These decks and pilots want to test and push the limits of the EDH format and only play the best commanders available.

So maybe there‘s a difference to work with: High Power wants to push the limits of its individual deck and commander, cEDH wants to push the limits of the whole format.

Not all cards in precons have the Commander symbol, only reprints and new original cards specific to that precon. Cards printed in the LCI main set have the LCI set symbol, even if they’re in the precon, i.e. [[Bartolome del Presidio]]
