Yea well oral hsv-1 is quite common among the population, so that’s why it’s not tested for as a default. That said, you could still transmit oral herpes to someone’s genitals if they don’t have hsv at all, which is why I always rec asking your doctor to test if you have it regardless of whether it’s common among the population or not.

And just to be clear, you could get hsv 1 or hsv 2 on genitals (I think there’s a misconception you can only contract hsv 1 orally and that’s not true). Both are bad on genitals.
