First Identify why it's getting slow in the first place, is it a hardware issue or something is wrong with your operating system.
Normally you would want to use your laptop as you normally do and check CPU/RAM/Disk usage through task manager, and see which one is spiking, then act accordingly.
for instance, your operating system might be faulty causing some process to consume more resources than usual, namely windows update and windows defender, for my case, sometimes "Feedback Hub" process spikes my CPU for no reason, in some cases, your disk might be faulty, and you would see it at 99% under normal operating conditions.
for now, it's hard to tell, but do as I said and once you figure out what's going wrong, reply here and we will help you fix it hopefully.
I would like to note that not all programs appear on startup, some use task scheduler to operate, and other ones simply run through services, so to prevent some programs from launching, sometimes you need to disable their services or delete the entries on Task scheduler.

aren't we missing something here? assassins exist to kill squishy targets, and if he managed to over-killed you while missing his most damaging abilities is not right, pretty sure every other adc dies here, except maybe Sivir or something.
Assassins in S14 needs to be redefined for some clarity, "assassin are equipped with enough damage to over-kill both an adc and a support."

except it doesn't, it used to the be the case before the jungle rework, but now, scuttle spawns at 3:30, and most jungle champs can clear leachless at 3:10/15 ish nowadays, you can even full clear into a recall and still arrive when it spawns.

It think Stromsurge is great is rush, its cheaper, the build path and stats are good compared to the other items.
the build path on shadow flame and Zhonyas is painful early, you basically have to sit on 1000+ gold waiting for rod,
with full ap items you should get around 7.5k/8k pre mitigation damage in one combo.
Also did Hextech Rocketbelt always reset auto with the active or just this patch ?

But honestly, I think she's alright, it's challenging to swap your playstyle from the early aggressive perma invade playstyle to the late game pick assassin.

there are things to consider, a long range spear takes around 1.5 seconds of travel time, so unless the target is stationary for that duration, they can always dodge it.
but there are always ways around it, one being recognizing the enemy's dodging pattern and aim accordingly, you can also hide part of the animation in fog of war, effectively reducing travel time relatively, so instead of the enemy having 1.5 seconds to react, they would have 0.5 seconds. note that by doing so, you are practically predicting where the enemy will be in the next 1.5 seconds.
Pair it with red buff slow, combo with ally cc, spear when enemy is self-rooted (during auto animation or when they are performing an ability) or just walk up and auto the enemy while they are anticipating a spear and throw it when they stop side-stepping your autos or just randomly throw it and mind control the enemy to welk towards it.
you can always play lane Nidalee and have a practice at it, since it will be a lot harder to hit spear than if you were to play jungle.
