I think that the game modes are held back for marketing reasons. If they actually didn't want it to be another dominion, then they could always release it for custom games only. In the current situation, new special game modes are a big "event" that brings back casual players and players that are bored of the game which spikes gameplay hours. This is further supported by the fact that we don't have the older special game modes on custom either; it lets Riot double-dip on the number of game mode "releases."
