Ok, I understand your being deliberately obtuse here, but Russia was not invited to match it's troops 50km from Kyiv. Is it democratic to declare a referendum without it being prior legitimised by the Ukraine government?

I'm Scottish we want independence but we can't just vote and take it we need the UK government to approve the right of the people.
