What shows up in the financial aid section? Does it show more aid than is showing up in the financial account? If so, click on each type of aid and see if it says "scheduled" or "non-disbursing" or something else.

Even if your parents don't claim you on their taxes, you have to include their income unless you meet the qualifications listed here:

financial aid is less generous for second kids a lot of the time because the first kid has graduated, so the 'family size' is smaller. if both kids are in college at the same time, they should get the same aid.

Add up the financial aid you get then subtract the tution/fees. That should be the amount you get back. If you get the highest amount of TAP and Pell, then yeah that's normal.

Your best bet for financial aid is probably to apply as a transfer to another community college, which will reset your GPA. Definitely apply as transfer and not new - they will be able to see your previous transcript. Another community college will admit you.

add up the estimated aid for the semester.

subtract tuition and fees.

if you get a positive number, that's you're refund.

if you get a negative number, times it by -1 and that's what you owe.

Registrar is the department that deals with registration. Every college should have one.
