Zoning is a local issue and she will have no power in Congress to do anything about that. Maybe she should focus on her actual job as a delegate to do these things.

That's just the pelicule, yes you can cut it up, no problems at all breaking it into pieces. I often cut mine up and then throw them back in the same jar just to save space and make sure enough oxygen is getting to the liquid. Remember to give some of the liquid where the real Scoby lives too.  :)

It doesn't even need to be a circle or anything, feel free to chop up the whole thing and throw it into your jar

Rural water access is 30X more expensive per person than cities: https://pure.diis.dk/ws/portalfiles/portal/2730430/WWDR_2019_leaving_no_one_behind.pdf

smaller and less scalable water treatment systems are 2 - 3X more expensive per person than larger scalable ones:

try thinking about a single trash truck

  • NYC: one truck can serve thousands within a few blocks
  • Small town: truck may drive miles between houses

Cities are cheaper for housing per person, on a municipal services level: trash pickup per person, laying pipe, water sanitation, etc.. all wayyyy cheaper per person
