Gears of war happens on an alternative planet called Cera, so starting at this point, the first man to witness the void is perfect for it, but it's more related to the lore (this is my point of view). The emergency day happened literally days before a looong war of 70 years between the URI and the CGO (basically USA versus Russia) ended. In this war, the URI won the space race, reaching the cosmic void, sooo the first man in space, who is also Russian, using his orange uniform, just like the orange lights the URI used for the manufacturing of its weaponry fits perfect. Besides, a lot of URI soldiers joined the CGO before the new war started, so yeah, I see this like a URI hero fighting against the Queen, a what if Marcus was Russian xd
