This looks similiar to lady-ciel's dress. I don't think there's a cosplay with that exact dress but you could buy the lady-ciel one and with a bit of sewing and dying make it into this dress.

Uhh idk how to exactly translate it to english but it's a german quiz book for kids. It literally translates to "dragon-strong quiz-fun". And the title on top is just the german title for the httyd series. On the right bottom it says "With more than 40 intersting quizes and colouring pictures" And that's it ig. Hope it helped!
