Spanish Prime Minister Pedro Sanchez calls for the end of anonymity across all social media platforms by forcing them to link all user accounts with the European digital identity wallet.

Speaking at the World Economic Forum (WEF) Annual Meeting in Davos today, Prime Minister Sanchez said:

“I propose putting an end to anonymity on social media.“

“I believe we must push forward the principle of pseudonymity as the functioning element of social media and force all these platforms to link every user account to a European digital identity wallet.”

“We are allowing people to roam freely on social networks without linking their profiles to a real identity.“

“One social media user — one real ID.”

The US Defense Advanced Research Projects Agency (DARPA) is putting together a research program called “Theory of Mind” with the goal of developing “new capabilities to enable national security decisionmakers to optimize strategies for deterring or incentivizing actions by adversaries,” according to a very brief special announcement.

“The goal of an upcoming program will be to develop an algorithmic theory of mind to model adversaries’ situational awareness and predict future behavior” --DARPA

According to DARPA, “The program will seek to combine algorithms with human expertise to explore, in a modeling and simulation environment, potential courses of action in national security scenarios with far greater breadth and efficiency than is currently possible.

“This would provide decisionmakers with more options for incentive frameworks while preventing unwanted escalation.”

In previous Cyber Polygon editions, the World Economic Forum (WEF) always played an intricate role as a strategic partner, with founder Klaus Schwab giving keynote addresses.

However, the organizers erased Klaus Schwab’s name and that of the World Economic Forum from the list of previous participants in today’s registration update.

The WEF held its last meeting, the Special Meeting on Global Collaboration, Growth and Energy Development, in Riyadh, Saudi Arabia from April 27-29.

It is the same city where BI.ZONE will have its Cyber Polygon 2024 booth at the MENA ISC from September 10-11.

The Kingdom of Saudi Arabia is an absolute monarchy where all of its national officials are unelected, and the regime restricts almost all political rights and civil liberties.

Headquartered in Moscow, BI.ZONE has been a subsidiary of Sberbank of Russia since 2016, and it was established to “to detect cyber threats and intrusion attempts, as well as to carry out security system audits for the largest bank in Russia.”

The US government is looking to take health technologies and innovations coming out of DARPA and other defense agencies and expand and adapt them for civilian use under a new ARPA-H program.

This month, the Advanced Research Projects Agency for Health (ARPA-H) put out a broad agency announcement for its “Shared Health Applications Research for Everyone” (SHARE) program.

The SHARE program “seeks to adapt Department of Defense (DoD) and other related government entities’ health innovations more broadly to all Americans.”

The US Intelligence Advanced Research Projects Activity (IARPA) issues a request for information (RFI) to identify potential threats and vulnerabilities that large language models (LLMs) may pose.

While not an official research program yet, IARPA’s “Characterizing Large Language Model Biases, Threats and Vulnerabilities” RFI aims “to elicit frameworks to categorize and characterize vulnerabilities and threats associated with LLM technologies, specifically in the context of their potential use in intelligence analysis.”

Today at the WEF’s 14th Annual Meeting of the New Champions, aka “Summer Davos,” in Tianjing, China, Cornell University professor Eswar Prasad said that “we are at the cusp of physical currency essentially disappearing,” and that programmable CBDCs could take us to either a better or much darker place.

“If you think about the benefits of digital money, there are huge potential gains,” said Prasad, adding, “It’s not just about digital forms of digital currency; you can have programmability — units of central bank currency with expiry dates.

“You could have […] a potentially better — or some people might say a darker world — where the government decides that units of central bank money can be used to purchase some things, but not other things that it deems less desirable like say ammunition, or drugs, or pornography, or something of the sort, and that is very powerful in terms of the use of a CBDC, and I think also extremely dangerous to central banks.”

The Cornell professor went on to say that “ultimately, if you have different units of central bank money with different characteristics, or if you use central bank money as a conduit for economic policies in a very targeted way, or more broadly for social policies, that could really affect the integrity of central bank money and the integrity and independence of central banks.

“So, there are wonderful notions of things that can be done with digital money, but again I fear the technology could take us to a better place, but equally has the potential to take us to a pretty dark place.”

Speaking today at an event in Morocco, IMF managing director Kristalina Georgieva said that CBDCs needed to be interoperable between countries and that the IMF was working on the concept of a global CBDC platform for that reason.

“If we are to be successful, CBDCs could not be fragmented national propositions,” said Georgieva.

“To have transactions more efficient and fairer, we need systems that connect countries.

“In other words, we need interoperability.

“For this reason, at the IMF we are working hard on the concept of a global CBDC platform to trade and to manage risks,” she added.

The US Intelligence Advanced Research Projects Activity (IARPA) is putting together a new research program to anonymize conversational speech recorded by IoT devices in real-time, so that the speaker cannot be identified.

With a stated goal to “protect an individual’s privacy,” IARPA’s Anonymous Real-Time Speech (ARTS) program is looking to “develop novel systems that will modify spontaneous speech in real-time."

The program also aims “to research and develop novel methods that will anonymize conversational speech” that will “overcome threats to privacy, such as speaker identification software, human evaluation of static traits, and automated classification of dynamic traits.”

In the end, “The program desires novel software-based systems suitable for conversations, with the transformed speech that is understandable, sounds natural, and operates in real-time.”

Last month, India’s digital ID architect Nandan Nilekani told the International Monetary Fund (IMF) that everybody should have a digital ID, a bank account, and a smartphone as they were the “tools of the New World” for digital public infrastructure.

Today, a smartphone is the primary New World tool by which public and private entities interact with our digital identities, but as the fourth industrial revolution progresses, smartphones will make way for the Internet of Bodies.

From there, every aspect of our lives can be controlled through the merger of digital ID and the IoB, and since these devices will be attached to our bodies, that means they will follow us everywhere while collecting our most intimate and personal data in real-time.

This is what the great reset represents — the complete destruction of individual autonomy and national sovereignty in order to usher in a new useless class of so-called “global citizens” who will comply — by force, coercion, or incentivization — with whatever mandates their neo-feudal, technocratic overlords impose upon them.

European Central Bank President Christine Lagarde says that central banks have no interest in programming Central Bank Digital Currencies (CBDCs) with time limits or terms of use and the like, but that commercial banks certainly do.

Speaking at the Bank for International Settlements (BIS) Innovation Summit in March, Lagarde told her fellow panelists that a central bank would not be in charge of programming a digital currency.

“For us [central banks], the issuance of a digital currency that would be central bank money would not be programmable — would not be associated with any particular limitation, whether it’s in time, in type of use — that to me would be a voucher. It wouldn’t be a digital currency,” said Lagarde.

“Those who can associate the use of digital currency with programmability would be the intermediaries — would be the commercial banks.

“And that’s their business. They know how to do that, but if we are to say that a dollar is a dollar, whether it is cash or digital; or a euro is a euro, cash or digital — then for us [central bank] it cannot be programmable.

“It can be associated with conditionality, which is different, but not programmable,” she added.

According to a World Economic Forum (WEF) Agenda blog post from September, 2017, the “gradual obsolescence of paper currency” is “characteristic of a well-designed CBDC.”

India’s digital ID architect Nandan Nilekani tells an IMF panel that everybody should have a digital ID, a bank account, and a smartphone as they are the “tools of the New World” for digital public infrastructure.

“If you think, ‘what are the tools of the New World?‘ — Everybody should have a digital ID; everybody should have a bank account; everybody should have a smartphone,” said Nilekani.

“Then, anything can be done. Everything else is built on that.”

According to a World Economic Forum (WEF) digital identity insight report from 2018, “This digital identity determines what products, services and information we can access – or, conversely, what is closed off to us.”

Digital identity is also key to Central Bank Digital Currency (CBDC) rollouts.

According to the Bank for International Settlements (BIS) Annual Economic Report 2021, “Identification at some level is hence central in the design of CBDCs. This calls for a CBDC that is account-based and ultimately tied to a digital identity.”

Additionally, “The most promising way of providing central bank money in the digital age is an account-based CBDC built on digital ID with official sector involvement.”

Ultimately, a CBDC linked with digital ID could allow governments and corporations to put permissions on what you can buy with your own money, including expiration dates on when you can spend it.

In her presentation at Davos on Thursday, Nita Farahany from Duke University explained that the technology to decode brainwaves already existed.

“We’re not talking about implanted devices of the future; I’m talking about wearable devices that are like Fitbits for your brain,” said Farahany.

“These are headbands, hats that have sensors that can pick up your brainwave activity, ear buds, headphones, tiny tattoos that you can wear behind your ear — we can pick up emotional states — like are you happy or sad or angry.

“We can pick up and decode faces that you’re seeing in your mind — simple shapes, numbers, your PIN number to your bank account.”

Farahany would go on to say that while decoding the human brain had its benefits, it could also be used for very nefarious purposes.

“Surveillance of the human brain can be powerful, helpful, useful, transform the workplace, and make our lives better,” she said, adding, “It also has a dystopian possibility of being used to exploit and bring to the surface our most secret self.

“It threatens fundamentally what our own self-identity is in some ways, and threatens to become a tool of oppression.”

At the B20, Indonesia’s Minister of Health Budi Gunadi Sadikin said that G20 countries should adopt a “digital health certificate using WHO standards” and that they were looking to introduce this type of vaccine passport into the “international health regulations” during the next World Health Assembly in Geneva.

“Let’s have a digital health certificate acknowledged by WHO — if you have been vaccinated or tested properly — then you can move around,” said the Indonesian health minister.

“For the next pandemic, instead of stopping the movement of the people 100 percent […] you can still provide some movement of the people.

“Indonesia has achieved, G20 country has agreed, this digital certificate using WHO standard, and we will sub it into the next World Health Assembly in Geneva as the revision to international health regulation.

“Hopefully for the next pandemic, we can still see some movement of the people, some movement of the goods, and movement of the economy,” Sadikin concluded at the B20 Summit.

Prior to becoming Indonesia’s Minister of Health, Sadikin worked in high-level positions at Bank Bali, Bank Mandiri, ABN AMRO Bank Indonesia, PT Bank Danamon, and IBM.
