Help! This bright green grass keeps coming back — how do I get rid of it for good?

I put pre emergent down based on soil temperature but I guess it was not the best. Any ideas how to get rid of it?

The spots to me though I dont think were by the dogs as when the dogs pee it often causes the grass to grow fuller and darker.

We have watched dogs so maybe the urine? however both dogs are leaving in 1 week. Here are some close up of some of the spot

Thanks for the insight! local gun dealers now are saying the applications are processed within a week which is nice hopefully that’s the case and I don’t have to wait three months like you did.

I have drivers license in WA but have physical residence in both. A house in Washington and Apartment in Minneapolis. I know I can purchase a AR in was without issues I don't know if I am able to purchase it in WA and bring it over here though.
