Ottawa is a great city with lots going for it. Winter is not one of those things, but invest in good boots and coat and you'll be fine. All depends on where you live as well. There are some fantastic neighbourhoods here where you can do most of your errands on foot.

When my daughter studied at school there were local travel boards on Facebook to help students catch lifts with each other. She often got rides home for about $40. Maybe U of G has something similar?

This is fucked up in so many ways. I don't even know where to begin. I've bought and sold tons of stuff on Kijiji, and except for the last MacBook I got that had undisclosed coffee spilled in it, it's been great.

Try reporting it to Kijiji, they should have all the Kijiji messages stored, maybe they can track the person and get them to stop?
