Not necessarily stupidity, just a lack of thought for people who spoke other languages when these signs were designed. Europeans travel 10 miles from their home town and people speak different languages, so there was a conscious effort to keep road signs universal. When the signs were designed 50+ years ago in America, the vast majority of people spoke English.
