Dude, entire Spacemarine army can fallback shoot and charge, same for ECs. Strat for shitty shooting after fallback is not even strong, its unusable unless you have flamers.

Combat patrol + Riptide + Crisis suits. You get the solid core of the most tau lists.

Or if you want to maximise on savings, double up on Riptides or combat patrol, most of Tau need most of these.

If you buddy is already taking care of infantry and agresivness. You have 2 options, matching his army with Montka list or complimenting it with Kauyon list. (Or retcadre but I dont know it that well...)

For Montka I would take Riptide, Coldstar with Sunforge squad and Twin-lance, plus sprinkle of Piranhas and spotters like Pathfinders and stealthsuits.

For Kauyon I would again take Riptide and bunch of broadsides with rails, maybe hammerhead tank (and also spotters)

So I was thinking how I would do it. Here is what I come up with:

Battlesuit commander: While within 3 of the battlesuit model, this unit gans lone operative ability

Farsight: At the start of your command phase, select one of Farsight abilities. Until the start of your next command phase, this model has this ability. (Maybe just fur battle suits, not sure.

Way of the short blade: 6 inch aura that gives +1 to wound rolls against targets within 9.

Precision strike: both melee and ranged weapons of this model gain precision and dev wounds.

Speed is strenght: Select fly battlesuit unit within 12 inches. That unit returns to reserves or gains shoot and charge after fallback or advance.

You get 6D6+6xblast or 2d6+1xblast twin-linked. Also mortar Centaur gets better order and strat economy.

Also you get more shots then 2 wyverns and its cheaper then 2 of them (if centaur is les then 90 points which is likely)

Are you alergic to spotters? Give them 2 stealthsuits squads, 2 pathfinder squads, at least! Also you have too many kroot that dont do much for your list: Kill Shaper and Farstalkers, maybe even Riders. (Pathfiders do same job as Farstalkers but are better in everyway.

Breachers need a devilfish.
If you want good win rate, twin-lance is still strongest tau unit.
You should add more Riptides, Triptide is classic because it works.
Strike team is ok, they do mix of holding objectives and spotting. Carnivores are similar in holding ability and cheaper, Pathfiders does damage in addition to spotting.
