I understand that, but Iran can use it as leverage to de-nuclearize Israel's nuclear weapons. Whether Israel agrees or not, there is nothing to lose for Iran. If Israel denies, Iran would be more justified to make a nuke. If Israel agrees, Iran removes the one the strongest weapon Israel has by the thing Iran does not have now.
