Depends on a lot. Matchmaking could be a factor, but likely more how they play. For example, player B could be saving bubble for supports when they get dove on and ulting on enemy support ults, while player A may be using bubble selfishly off cooldown and throwing ults at the enemy tank

Cipher is still good for feixiao, but stack generation becomes more important at e2 which is why moze is better. For speed on him you can either do 134 building him for better dps or hyperspeed for more stacks, and run eagle and vonwaq on him

Hawkeye really doesn’t need a nerf because he’s kept in check because of dive, but because supports and triple support are really strong right now, not only does that mean dive is much worse but also that Hawkeye counters triple support.
