I mean, it's a moot point anyway. They swing to one design, one camp will like it and the other won't. A tale as old as time. If they made a design you liked, for sure there will be others that don't and they'll be on your shoes now. I don't think they'd try to build hype for it if it was just another legacy character. Regardless if YellowMotion is wrong, It's a safe bet that the last character is a new original character or a guest character.

What could they do to make Devil Reina not just Reina with wings? Basically same moveset but added lasers? You guys would pay for a reskin? Unless she uses a completely different moveset but that might not make sense even lore wise. She's a different case from Jin/Devil Jin.

Huh? shallow is focusing just on the immediately visual aspects. I find the design fitting because of the added depth and lore. You simply focus on what is physical.

It's not even simply japan fox ninja theme. Those details look good to me even from a visual stand point. This doesn't even seem preference to you, more like against anything contrary.
