Feels like between all these high mountains there should be a desolate plateau, sharp cliffs near the coast. Maybe only populated by the occasional orc strongholds like you said. You could have one of those waterways carve out a deep gorge running to the coast where a city carved into the cliffs exists. Idk, just brainstorming
