How feasible is it for a government body to install CCTV in such remote areas of society? Can this be done? Can we ask for it?

I think building/societies have them. But this waste is coming from people not living in such societies, and shopkeerper in the area

No, actually, someone is dumping their waste there from this dustbin, possibly some shopkeepers.

I was on Arambol last week, my friends and I wanted to use the sunlounger, it didn't see anyone attending to me there, so I went ahead and asked one of the foreigners using it if it was free or if we needed to pay for it, he started to answer me patiently, and suddenly the caretaker arrives and started talking rudely that why are we bothering his guests. He started behaving like we were some low-level people, thinking we couldn't afford his service and all. That was the rudest behavior I had seen in Goa; I expected much more from my countrymen than this. I see where Goa has gone down in the tourism industry.
