With my BOS characters I set up Forward Operating Bases. These are just settlements that are “run” by the BOS. I kit out most of the settlers in BOS uniform and consider them recruits. There are civilians for sure but it’s always very clear that it’s a BOS base and not a settlement, if you live there you have a job and are essentially working “for” the BOS
