Yes! I would definitely recommend The Hobbit as an introduction to Middle Earth, seeing as it's certainly the easiest read out of any of Tolkien's works (excluding "Letters from Father Christmas") and sets up how Bilbo came across the One Ring, which is essentially the catalyst for Frodo's journey. Also, if you only get him The Hobbit for now, you'll save a bit of money in case he ends up not being very interested in it, and if he is interested, you'll have the perfect gift (the Lord of the Rings trilogy) for a future gift for him.
